Call for Letters of Inquiry for Small Grants

This call concerns small grants below US$ 20,000. Applicants can apply for any amount below US$20,000 but due to transaction costs, CEPF recommends a budget of at least US$5,000.

HOW TO APPLY
 
Applicants should use only the template for letters of inquiry for small grants (links provided below). The template is available in English, French and Malagasy; applicants can apply in any of these languages. 
 
Letters of inquiry should be sent before Friday 29 September 2017, to cepfritmadio@tanymeva.org.
 
For organizations working in places with limited internet connection, letters of inquiry can be sent by postal mail or delivered directly to the Tany Meva Foundation office in Antananarivo. Mail must be receive by Friday 29 September 2017, 12 p.m., Madagascar time, at the following address: LOT I A I 1 Bis Ambatobe Tanà 103 (En face du Lycée Français).

CORRIGENDUM 30 août 2017. Dans le texte de l’appel à projets, un site du Paysage de Menabe a été omis par erreur. Veuillez noter que le site de la NAP Corridor Central de Menabe (MDG-97) est éligible au présent appel à projets pour Grandes Subventions. Les documents pdf mis à jour sont disponibles ci-dessous.

Cet appel concerne les grandes subventions d'un montant supérieur à 20.000$. Le montant moyen actuel dans le Hotspot est de 147,000$. Compte-tenu des contraintes budgétaires, le CEPF encourage les soumissionnaires à présenter des projets pour un montant comparable ou inférieur.

CORRECTION 30 August 2017. In the text of the call for proposal, one site of the Menabe Landscape was inadvertently omitted. Please note that Menabe Central Corridor NPA  (MDG-97) is eligible for funding under the present call for Large Grants. Updated pdf documents are available below.​

This call concerns large grants over US$20,000. The current average amount in the hotspot is US$147,000. Given budgetary constraints, CEPF encourages applicants to submit projects with a similar, or smaller, budget.

Request for Proposals from Pre-Qualified Organizations Only
Regional Implementation Team

On 9 February 2017, CEPF requested that organizations interested in serving as the Regional Implementation Team (RIT) for the Mediterranean Basin Biodiversity Hotspot submit an expression of interest by 23 February 2017 in order to pre-qualify to submit a formal proposal per the request for proposals (RfP) attached here. Eighteen eligible organizations submitted an expression of interest by the closing date and are named in the RfP. Only those 18 organizations are now invited to submit a formal proposal. Organizations not named in the RfP are free to join, as a subordinate partner, those pre-qualified organizations applying as a lead entity.

The organization selected to serve as the RIT, and any of its subordinate partners, will not be eligible to receive any other CEPF grants in the hotspot due to conflict of interest.

A conference call was held in English on Wednesday 8 March 2017 at 9:30 a.m. Eastern Standard Time, at which time CEPF representatives briefly described the expectations for the RIT and responded to participants’ questions. A full audio recording of the call is posted below.

LONG-TERM VISION – KENYA, RWANDA, TANZANIA, UGANDA

 

Request for Expressions of Interest

CEPF, with funding from the World Bank through Grant No. TF-015491, expects to award a contract not to exceed US$50,000 to update and finalize a long-term strategic vision for the portion of the Eastern Afromontane Biodiversity Hotspot covering parts of Kenya, Rwanda, Tanzania and Uganda. Work is expected to take place largely between April – July 2017.

 

Procurement will be completed following the Selection Based on Consultants’ Qualification (CQS) method in accordance with paragraph 3.7 of the World Bank Consultant Guidelines. Short-listing will be based on relevant experience team members and the organization.

CEPF requests that organizations interested in serving as the Regional Implementation Team (RIT) for the Mediterranean Basin biodiversity hotspot submit an expression of interest per the announcement posted here. Please also review the posted RIT terms of reference, which give a full explanation of CEPF's expectations.

 

The Request for Proposals should be released to eligible parties in early March 2017, with an expected due date for full proposals of approximately 30 March 2017. There will likely be subsequent clarifications and formal approval of the RIT by the CEPF Donor Council prior to award, leading to a formal contract by June 2017, with the RIT starting in July 2017.

Do I need to hold the RIT Exchange in one of the hotspots where CEPF works? No, the RIT Exchange can be held in any country where it will be easy for all of our participants to obtain visas.

The letter of inquiry (LOI) has questions that are not pertinent to the call for proposals. What should I answer? Only answer questions in the LOI pertinent to the call for proposals. Be sure to complete the project approach section as it is here that you will describe your qualifications and how you plan to host the meeting. Do look at the evaluation criteria at the end of the call for proposals.

Where can I find the LOI template? There is no direct link to the LOI document. You must scroll down this webpage and look for the section titled "APPLICATION." Select the English LOI template.

How many participants should we budget for? You should budget for three participants from each of our 12 CEPF active RIT teams from the hotspots in red on this map.

Would you like us to include international travel insurance for all participants? Yes, please include international travel insurance. Please itemize accordingly in the budget.

Would you like us to cover per diem allowance? No, there will be no per diem provided to participants.

Do you havspecific expectations regarding venues, facilities and accommodations for the event? No, please propose what you think is cost effective and reasonable.

Would you like us to include field visits to CEPF-funded projects? No.

Is the agenda of the event available? No, and it should not be needed at this stage of the application.

Would you like us to cover conference sessions and facilitation? Please ensure the conference facilities have Wi-Fi and a projector. Facilitation will not be necessary.

On 11 November 2015, CEPF requested that organizations interested in serving as the Regional Implementation Team (RIT) for the Cerrado Biodiversity Hotspot submit an expression of interest by 4 December 2015 in order to pre-qualify to submit a formal proposal per the request for proposals (RfP) attached here. Seven eligible organizations submitted an expression of interest by the closing date and are named in the RfP. Only those seven organizations are now invited to submit a formal proposal. Organizations not named in the RfP are free to join, as a subordinate partner, one of those seven pre-qualified organizations applying as a lead entity.

The organization selected to serve as the RIT, and any of its subordinate partners, will not be eligible to receive any other CEPF funding in the hotspot due to conflict of interest.

A conference call was held in both English and French on Monday 4 January 2016 at 11:30 am Eastern Standard Time, at which time CEPF representatives briefly described the expectations for the RIT and responded to participants’ questions. Additional Q&A
Q: Since CEPF is a joint initiative of institutions that includes CI (Conservation International) and that CEPF Secretariat is based at CI's headquarters, how will the evaluation processes avoid any potential "conflict of interest" on CI-Brazil applying for the RIT position? And which institutions will be part of the evaluation committee?
A: The RIT proposals will be evaluated by multiple members of the CEPF Secretariat, working independently, and scored against the publicized criteria. The results of these evaluations will be shared with the CEPF Working Group, which will select the winning application, and make a recommendation to the Donor Council for formal approval. The CEPF Working Group will comprise representatives of AFD, the European Union, GEF, Government of Japan, MacArthur Foundation and the World Bank. The seventh global donor to CEPF, Conservation International, will be recused from the Working Group meeting, due to conflict of interest.
 
Q: Will the documents submitted by all proponents be disclosed? As well as the grades given to each evaluation topics?
A: The proposals submitted by each applicant are confidential. The scores given by the CEPF Secretariat will be made public, in an aggregated form.
 
Q: If a proponent does not agree with the grades given to an institution, will there be a mechanism to request a review of or justification for the grading?
A: CEPF has an established grievance mechanism (see this page​), and any individual or organization who has a grievance with any aspect of the operations of the fund is entitled to lodge it through this mechanism.

Guinean Forests of West Africa Biodiversity Hotspot

Questions and Answers
Q: Will the RIT be responsible for disbursing funds only and not be eligible to apply for using funds to implement conservation actions?
A: The RIT is responsible for disbursing funds by giving it to other civil society organizations and can not apply for any of these funds itself.

Q: We missed out on the announcement for Expression of Interest and do wish to know whether there is any window for late organizations wishing to express their interest.
A: At this stage, your organization can no longer apply as a lead organization for the Regional Implementation Team position. However, your organization can contact one of the pre-selected organizations (see list of pre-selected organizations in the Call for Proposals itself) to potentially build a partnership and submit a join proposal with that pre-selected organization as lead. Please note though that:
-          As a Regional Implementation Team (or a partner within the team), your organization will not be eligible to any other CEPF funds in the hotspot;
-          As a Regional Implementation Team (or a partner within the team), your organization cannot implement any field project with CEPF funds unless part of the Terms of Reference provided with the Call for Proposals. 
-          CEPF will launch its first Call for Projects in the hotspot around July 2016.

On 13 January 2015, CEPF requested that organizations interested in serving as the Regional Implementation Team (RIT) for the Tropical Andes Biodiversity Hotspot submit an expression of interest by 3 February 2015 in order to pre-qualify to submit a formal proposal per the request for proposals (RfP) attached here. Seventeen organizations submitted an expression of interest by the closing date and are named in the RfP. Organizations not named in the RfP are free to join those in a subordinate role. The organization selected to serve as the RIT, and any of its subordinate partners, will be in a management and advisory role, and due to conflict of interest, will not be eligible to receive any other CEPF funding in the hotspot.

Call for Proposals for Consultant to Prepare the Project Document for a Full-Sized GEF Project

On April 1, 2014, the GEF Secretariat approved a Project Identification Form (PIF) for a $9,800,000 full-sized project to mainstream biodiversity conservation into government policy and private sector practice in three pilot biodiversity hotspots through civil society by investing in and innovating public-private partnerships and replicating approaches and innovations in other biodiversity hotspots. The project will be executed by CEPF, via CI as the GEF Implementing Agency, with funding from the GEF Trust Fund under the biodiversity focal area. A Project Preparation Grant has been awarded to enable preparation of the full Project Document (ProDoc), based upon the approved PIF.

The consultant will lead the development of the ProDoc for the full-sized GEF project: Effectively mainstreaming biodiversity conservation into government policy and private sector practice: piloting sustainability models to take the Critical Ecosystem Partnership Fund (CEPF) to scale. Drawing on the approved PIF and incorporating input from the CEPF Secretariat and other key stakeholders, the consultant will be responsible for preparing the ProDoc, including developing a detailed result-based project framework and incremental cost analysis.

Wallacea Biodiversity Hotspot: Indonesia and Timor-Leste​

Request for Proposals from Pre-Qualified Organizations
Regional Implementation Team

On 20 June 2014, CEPF requested that organizations interested in serving as the Regional Implementation Team (RIT) for the Wallacea Biodiversity Hotspot submit an expression of interest by 17 July 2014 in order to pre-qualify to submit a formal proposal per the request for proposals (RfP) attached here. Seventeen organizations submitted an expression of interest by the closing date and are named in the RfP. Organizations not named in the RfP are free to join those in a subordinate role. The organization selected to serve as the RIT, and any of its subordinate partners, will be in a management and advisory role, and due to conflict of interest, will not be eligible to receive any other CEPF funding in the hotspot.

For the recruitment of the Regional Implementation Team

CEPF requests that organizations interested in serving as the Regional Implementation Team (RIT) for the Madagascar and Indian Ocean Islands Biodiversity Hotspot submit an expression of interest per the announcement posted here.  Please also review the posted RIT terms of reference and the Ecosystem Profile, which give a full explanation of CEPF's expectations for the overall grant portfolio and the RIT.

Interested parties are encouraged to contact CEPF for further information.  We will also hold an international conference call between 14-16 July.  The exact date, time, and  instructions for accessing the call will be posted here​ at a later date.

Organizations that submit an expression of interest will be invited to submit a full proposal.  The expected release date of the request for proposals will be 18 July, with an expected due date of 29 August, leading to an award in October.

Ecosystem Profile Team for Guinean Forests of West Africa

CEPF intends to develop an Ecosystem Profile and included investment strategy for the Guinean Forests of West Africa Biodiversity Hotspot as a guide to future grant making to civil society groups working in the region. An Ecosystem Profile consists of both a stakeholder-driven priority-setting process and a document based on current applied conservation science. The CEPF Secretariat will select an organization or consortium of organizations to lead the process and prepare the document over the coming six to 12 months. Selection will be based on a competitive procurement process.

Expressions of interest will consist of written materials expressly prepared for this request as detailed in the Request for Expressions of Interest, English (PDF - 94 KB). Expressions of interest must be delivered electronically by 31st January 2013 to: cepfguineanforests@conservation.org. Le Fonds de Partenariat pour les Ecosystèmes Critiques (CEPF) a commencé à investir dans le Hotspot de Madagascar et les Iles de l'Océan Indien en 2001. En 2012, le CEPF a sélectionné le Hotspot de Madagascar et des Iles de l'Océan Indien comme une région pouvant bénéficier d’une nouvelle phase d’investissement – laquelle sera guidee par un nouveau Profil d’écosystème.
 
La phase de conception du profil d’une durée de un an sera très participative pour capturer les points de vue d'un large éventail de parties prenantes et se traduira par un document, Profil d'écosystème, qui inclut une stratégie d'investigation pour les investissements ultérieurs du CEPF dans la région.

CI Madagascar est mandaté par CEPF pour organiser les travaux nécessaires dans le cadre du développement du profil d’écosystème.

Pour ce faire, Conservation International - Madagascar cherche plusieurs équipes de consultants pour développer les grands chapitres du profil sur la biodiversité, les aspects socio-économiques, politiques, la société civile et les investissements passes et courants en matière de conservation pour Madagascar, les Seychelles, Maurice, les Comores, et la Réunion et autres territoires et départements français de l’Océan Indien.

La langue de référence pour ces consultances est le français.
